In order to be awarded Purchase Orders at or above US $10,000.00, Contractors are required to get a DUNS number.  A DUNS number is a unique 9-digit identifier issued and maintained by Dun & Bradstreet (D&B) that verifies the existence of a business entity globally. D&B assigns DUNS numbers for each physical location of a business.  All government contractors globally can receive a DUNS number at no charge and, under normal circumstances, within 24-72 hours when using the D&B web form process ( or by calling D&B in the United States at +1-866-785-0428.

In order to be awarded contracts at or above US$30,000.00, Contractors are required to register in the System for Award Management (SAM).  Please note that in order to register in SAM you need to first obtain a DUNS number and a NATO CAGE Code.  To find out more about obtaining a NATO CAGE CODE (NATO Commercial and Government Entity code) and SAM Registration (System for Award Management), please check this .pdf file for more information.  Please understand that these requests can take from a few days to several weeks to process. 191T7020Q0017 – A&E Services – The US Embassy in Rome, Italy has a continuative repetitive requirement for Architectural and Engineering services related to the feasibility, planning and execution of construction projects to be performed in Italy.  The contract total shall not exceed Euro equivalent to US $ 250,000.00  Anticipated performance is for one base year plus up to 4 additional one-year renewal options at the unilateral decision of the U.S. Government. The U.S. Government reserves itself the right to proceed with a multiple-award. Award will be made based on the specialized experience, professional qualifications and technical competence of the firm.

Presentations, complete as specified in the attached documents, shall be hand-delivered, no later than April 3, 2020 at 12:00 noon, to the U.S. Embassy, attn. GSO-Acquisitions, Via Sallustiana 49, Rome, Italy marked “Solicitation 191T7020Q0017 – A&E Services” outside.

Please note that, in order to be eligible for a U.S. Government award, SAM registration is required pursuant to FAR 5.207.  Interested firms are encouraged to register prior to the submittal of documents.

In consideration of the present difficult situation the procedure for submitting your presentations is hereby changed as follows:

Presentations, complete as specified in the attached documents, shall be submitted electronically by email with the subject line “Solicitation 191T7020Q0017 – A&E Services” to on or before  April 3, 2020 at 12:00 noon.   No presentation will be accepted after the cut-off date and time.

Presentations must not be larger than 25MB in size, and may only contain files and attachments in MS Office, o Pdf, or zip formats.

Please do NOT send your quotation via Cloud storage, Drop Box, Google Drive, or other formats. They will not be received.

Offerors shall request confirmation of proper receipt of their presentations to no later than COB April 8, 2020

March 11, 2020 – PR8604247 – Purchase of 1EA Electric Vehicle – The U.S. Consulate in Naples has a requirement to purchase 1EA electric vehicle 5PAX for the Facilities section, with EUROPEAN SPECIFICATIONS. It must be 100% electric, 80kw (108HP), fully loaded. It is essential that spare parts for the vehicle can be found locally and that maintenance and regular tune-ups can also be carried out at local maintenance/repair shops.  Award will be made to the lowest priced, technically acceptable offer.
