Deputy Chief of Mission Kelly Degnan

Kelly Degnan has served as U.S. Mission Italy’s Deputy Chief of Mission since November, 2015.  She arrived in Rome after two years on the Secretary of State’s staff in Washington as Deputy Executive Secretary.  Prior to returning to Washington, Kelly served as Deputy Chief of Mission at U.S. Embassy Pristina in Kosovo from 2012 to 2014. She moved to Embassy Pristina from the U.S. Mission to NATO in Brussels, where she was the Political Advisor from 2009 until 2012. Kelly served as Chargé d’Affaires a.i. in Rome from January to September 2017.

Kelly has also served overseas in eastern Afghanistan, Turkey, Italy, Botswana, and Pakistan since joining the Foreign Service in 1993. She also served as Special Assistant to the Secretary of State and Special Assistant to the Undersecretary of State for Political Affairs during previous tours in Washington.

Kelly graduated from the University of Southern California Law Center and practiced law in California for several years.  She sailed the Pacific Ocean for five years, working as legal counsel in the Federated States of Micronesia and the Republic of Palau before joining the State Department. She holds an undergraduate degree in journalism from Northwestern University’s Medill School of Journalism.

Kelly is an avid cyclist and regularly rides the bike paths around Italy.  She enjoys hiking, swimming, traveling, and learning about Italy’s rich history.
